Hon Kevin Bell AO KC is a former justice of the Supreme Court of Victoria and commissioner of the Yoorrook Justice Commission. He has extensive experience in criminal law, policing and the prison system as these impact on Indigenous people and is a strong advocate for achieving public safety and crime prevention through community-led policing and rehabilitation programs that reflect the right to self-determination.
He calls out systemic racism in the justice system as one continuing impact of colonisation and stresses the role of respect for human rights and implementation of the United Nations Declaration on the Rights of Indigenous Peoples in combating this. He has worked extensively with Australian Indigenous communities in various contexts and is a Victorian Patron of the Justice Reform Initiative. As the author of Housing: The Great Australian Right (Monash Publishing, 2024), he has denounced lack of access to secure and culturally appropriate housing as causes of crime and violence.
